Egypt’s domestic T-bill maturities are set to nearly double to EGP1.89trn in FY27/28 from EGP971bn in FY26/27, an increase of c95%, according to unidentified official sources. Domestic T-bills stood at EGP791bn in FY25/26, before rising c23% to EGP971bn in the current fiscal year. The projected increase comes as Egypt’s Ministry of Finance (MoF) implements its medium-term debt management strategy, which aims to extend the average maturity of the debt portfolio, reduce refinancing risks, gradually increase reliance on longer-term instruments, and diversify funding sources and investor base. The strategy targets raising the average debt portfolio maturity to 6–7 years by FY28/29, from 5.3 years, while reducing government debt to c71%–73% of GDP and maintaining domestic debt at c75% of the total portfolio. The Egyptian government has decided to unify a USD15.0 fee, or its equivalent in foreign currency, charged for entry and transit visas at ports of entry, as well as all visas and consular services provided by Egyptian diplomatic missions abroad, according to the Official Gazette. The new fee will take effect on 1 January 2027 under Prime Ministerial Decree No. 2553 of 2026, which also repeals any provisions conflicting with the decree. (Al Borsa)
Egypt’s Ministries of Petroleum and Agriculture denied circulating news on the reduction of the amount of subsidized fertilizers that fertilizer companies supply to the Ministry of Agriculture, effective August, and affirmed that the annual subsidized fertilizer share will remain at 2.4m tons, according to a joint statement. The Ministry of Petroleum also confirmed that it supplies fertilizer companies with the natural gas required for their operations, allowing them to meet local market demand and export, as in 2025 and continuing in 2026, it added. Egypt plans to invest USD160m to build four new container ships in China, with construction expected to begin in 2028 and take four years, according to unidentified official sources. The final agreement for the four vessels is expected to be completed by the end of 2027, with the deal to be self-financed by the Holding Company for Land and Maritime Transport and its subsidiary, National Navigation Company (NNC). The move is part of Egypt’s plan to expand and modernize it’s commercial fleet, strengthen its container transportation capacity and support maritime trade, alongside efforts to localize shipbuilding, repair and maintenance activities in Egypt. Egyptian businessman Ahmed Tarek Khalil has acquired all assets of ElWelely for Agriculture Crops, based in Alexandria, Egypt, for EGP2.0bn, according to unidentified sources familiar with the matter. The transaction included settling more than EGP1.0bn in debt owed to nine banks, including Commercial International Bank – CIB (COMI EY), Qatar National Bank (QNBE EY), Suez Canal Bank (CANA EY), and Abu Dhabi Islamic Bank Egypt (ADIB EY), among others. Khalil has already begun taking over the company’s assets, which include three fully equipped factories with machinery and production lines in Borg El Arab, Alexandria, as well as a building designated for employees. The deal follows Al Waleely, which was previously associated with businessman Magdy El Welely, into severe financial distress, helping prevent its industrial assets from being sold at auction. A Saudi-Egyptian investor consortium plans to establish a real estate investment fund named “Asl” in Egypt and Saudi Arabia following the acquisition of two companies in the real estate development and contracting sectors, one Egyptian and one Saudi, according to Asl Holding’s chairman. The fund, through Asl Holding, aims to invest up to SAR1.00bn (cUSD267m) in the Egyptian market over the next year, focusing on real estate development, hospitality, and hotels. The newly formed group acquired Egypt-based Zurich Real Estate Development and Saudi-based Kayan Contracting Solutions last week, with the combined investment portfolio valued at EGP50.0bn (cUSD1.00bn). Asl Holding is also establishing an Egypt-based entity to develop and manage the acquired companies’ projects, with its current portfolio comprising seven projects across New Damietta, New Mansoura, New Cairo and Sheikh Zayed.
